Flat tires are as likely on your first ride as your 1,000th. It's purely what you're riding over.
If flats keep happening on the same tire in quick succession, the root cause hasn't been found: a shard of glass lodged in the tire casing, a sharp rim edge, or an issue with the rim tape. Simply replacing the inner tube will result in another flat.
What to do: ask your repair shop to explicitly diagnose the cause of the recurring flats, not just swap the tube. If they can't give a confident answer about what caused it, take the bike to another shop, ideally the one that assembled it.
If flats are happening on different tires (front and rear), there may be pockets of glass or construction debris on your regular route.
